Working Groups & Committees
FIRST Steering Committee establishes standing (permanent) and ad-hoc(temporary) committees in order to better achieve FIRST goals. Steering Committee shall appoint the membership and Chair of such committees and shall determine their operating procedures.
Membership Committee
Date of establishment: December, 2003
Charter
The charter of this committee is to review current policies, standards, and procedures for the acceptance, review and approval of membership applications, for the suspension and removal of existing members. It will report its recommendations to the Steering Committee.
Goals
The FIRST MC goals up to the 2004 AGM were identified in a face-to-face meeting of some MC members during the February 2004 TC in Santa Clara, CA. They are:
- Specify requirements for joining FIRST
- Specify requirements for staying with FIRST
- Develop a system for enforcing the Requirements
- Develop a migration plan for existing members
- Revisit the fee membership structure

Editorial Committee
Date of establishment: July, 2003
Goals
Until June 2003, making the agenda, contacting potential authors, collecting the texts, formatting the newsletter and releasing it, have been mainly a one-person effort. So, the idea of having an Editorial Committee for the FIRST Times Newsletter was raised by the Steering Committee.
The goals of creating the Editorial Committee are:
- to have more ideas and point of views for the agenda
- to distribute some of the work regarding contacts with the authors
- to backup the final part of the creation (formatting) and the release in case of unavailability.

Education Committee
Date of establishment: June, 2004
Mission
The mission of the FIRST Education Committee is to ensure that high-quality, affordable education and training is available to those who wish to create or operate incident response teams that further the goals and objectives of FIRST. This mission derives directly from the FIRST Mission Statement.
Work Programme
- Stimulate and support regular CSIRT training courses in the various regions of the world (currently FIRST uses the TRANSITS courses as a vehicle for this, in cooperation with TERENA) - this includes "training the trainers" in special T3 courses
- Provide regular "hands-on classes" as part of FIRST Technical Colloquia or special events like joint workshops
- Develop new training tools, courses and techniques for the good of the FIRST membership
- Help newly arrived CSIRTs develop by training, and stimulate them to join FIRST
Available Products
- Support/provision of TRANSITS Training Courses - at least once per year in Europe, AP and LA regions - supported by FSS
- Train-the-trainer courses - once a year at the FIRST conference - organized by the Education Committee
- TRANSITS materials in several languages (English, Spanish, Chinese) - supported by FSS
- Hands-on classes - organized by Jacomo Piccolini (CAIS)
