New Board Member Introduction

Carlos is a senior international cyber security leader who for over 25 years has focused on enabling cyber fighters through policy, processes and tools, aiming towards a safe and stable global Internet through voluntary international cooperation and the creation and strengthening of relationships.

He leads ICANN’s global engagement with the trust and public safety communities (law enforcement, national cyber security centers, incident response teams, threat intelligence, and operational security). His portfolio includes trust-groups, national/defense/police response teams, and organizations like the Messaging, Malware and Mobile Anti-Abuse Working Group (M3AAWG), the Forum of Incident Response and Security Teams (FIRST), the National Cyber Forensics and Training Alliance (NCFTA), the Global Cyber Alliance or the Cyber Defence Alliance, among others.

He is an attorney who graduated from the Universidad de los Andes in Bogota, Colombia. He holds a Master of Laws degree from the University of Southern California Gould School of Law, and has studies on networking with TCP/IP from UCLA. He is a former co-chair of M3AAWG’s Anti-Phishing Special Interest Group and is a founder and co-chair of M3AAWG’s Names and Numbers Committee. Also, he is a co-founder of the DNS Abuse Special Interest Group at FIRST and is a Strategic Advisor of the Global Cyber Alliance.

He hopes to bring FIRST and ICANN strategically closer together, both from the policy perspective as well as from the practical point of view of an incident responder. Carlos believes it is important to diversify FIRST’s sources of income to ensure its financial sustainability in the future, and looks forward to helping expand and strengthen FIRST’s regional membership and presence, while providing services of value to its members.

Lastly, Carlos is interested in getting FIRST more involved in the Internet governance arena, for example by increasing its participation in fora like ICANN, the different IGFs, the regional Internet registries, and think tanks like Chatham House or the Royal United Services Institute (RUSI).
